Each year, millions of Americans are affected by emergencies ranging from natural disasters to hazardous materials spills and acts of terrorism. The Clay County Office of Emergency Management provides tools to restore and revitalize the effected communities. We may be able assist individuals and businesses with disaster recovery to get back to their regular life activities as quickly as possible.

 

Individual Assistance Program (IA)

The Individual Assistance (IA) Program provides financial assistance up to $33,300 for FFY 2017 (dollar amount adjusted annually according to the Consumer Price Index) through grants to individuals and families who sustain damage or develop serious needs due to a Presidential declared disaster. Serious needs and necessary expenses include:

  • Housing
  • Personal Property
  • Transportation
  • Medical and Dental
  • Funeral

The grants do not need to be repaid and are provided only after verification of the serious needs and the necessary expenses cannot be met by insurance, another federal program or other sources of assistance. The program is not intended to provide for the purchase of non-essential, luxury or decorative items or return the recipient to his/her pre-disaster status.

If you suffer damage during a disaster event, please use the 211 system. They are able to track all of the personal damage of Clay County residents when and if a disaster occurs.

 

Public Assistance (PA)

The information provided on this page is intended for use by Government Officials during a disaster in Clay County, South Dakota.

Forms

The State Office of Emergency Management uses specific forms to determine damages and if there is a possibility of a reaching a level in which we are eligible for a Presidential Disaster Declaration. Including the use of these forms, a map indicating the Site # and location along with photos of the damage are required for submission.

Crisis Track software will be implemented for all entities at some point, but these forms will also be accepted for the foreseeable future.

Thresholds for Inclusion in Presidential Disaster

The amount of damage needed for Clay County to be included into a disaster declaration is determined by Population multiplied by $4.70 in damage per capita. Each County has a different threshold to meet. If one County receives a declaration, that does not mean an adjoining County will be automatically included. Damage total does include Townships, municipalities and County owned infrastructure damage dollar amounts.

The following thresholds must be met in order to qualify (10/1/2022 – 9/30/2023).

  • Clay County – $66,453.48
  • Minimum Project Threshold – $3,800.00
  • Large Project Threshold – $1,000,000.00
  • State Declaration Threshold – $1,569,400.59

Video PA Training

The State Office of Emergency Management has produced a video series explaining the process of Public Assistance to help with  repairing publicly owned infrastructure such as roads and culverts. These videos are intended to assist officials from all levels of government, from Townships to the County to properly apply for FEMA assistance when damage occurs.
