To meet Federal and South Dakota requirements, Clay County has adopted a plan to train ALL First Responders in the Incident Command System. If you have any questions, please contact Layne Stewart to receive a full explanation of the classes needed to qualify.

ICS / NIMS On-Line Classes

These courses are through the FEMA Training site and require enrollment into the site. It is easily navigated if you read the instructions given. The course number is in parenthesis after the name to insure you are taking the correct class. Once you have completed the course, you will receive an email indicating if you passed or failed. Give your certification to your Agency or Department Executives so the iformation can be placed in training records.

  • ICS 100 (IS 100) – Introduction to the Incident Command System
  • ICS 200 (IS 200) – Basic Incident Command System for Initial Response
  • NIMS (IS 700) – Introduction to the National Incident Management System
  • NRP (IS 800) – Introduction to the National Response Framework
  • IS 2200 – Basic Emergency Operation Center Functions

South Dakota Office of Emergency Management

Classes sponsored by the South Dakota OEM can be viewed by following this link . These classes are throughout the state and may have registration requirements involved. All questions regarding these classes should be directed to the agency holding the training.


Firefighter Training

The Vermillion Fire Department trains on the third Wednesday of the month. The department also holds a firefighter certification class, using the instructors active with the department. The majority of training is done on location at the Ivan Pierce Fire Training Tower. For more information, call Matt Callahan @ 677-7097.


Severe Weather Awareness Training

EMS Training

State certified training is scheduled for the second Wednesday of each month. These classes are open to anyone with a certification in South Dakota. The class schedule follows the state guidelines and all hours count towards re-certification. Classes are held at the William Radigan Fire / EMS Station, located at 820 N. Dakota St in Vermillion. CPR Training

CPR classes are given monthly by the Vermillion Community CPR Association. Classes are open to all persons who are interested. There is a fee for the class per student and includes a certification card. Classes are held at the William Radigan Fire / EMS Station, located at 820 N Dakota St in Vermillion. Stop The Bleed

Stop the Bleed is a national awareness campaign and call-to-action. Stop the Bleed is intended to cultivate grassroots efforts that encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives. Classes are presented in a classroom setting and last approximately 60 minutes. If interested in holding a class for a group or organization, call Layne Stewart at 677-7185.
